work through different end to end network scenarios to eliminate possible causes to narrow down the scope of the problem quickly.
if problem appears to be physical, try replacement cables, moving to different network ports, or different network switches.
if problem appears to affect more than one server or service, then follow-up with IT networking team to check routing, firewall, and monitoring tools.
if problem appears to be local to a single system, try getting direct login access to confirm its network settings then restart network services or reboot.
For example, after direct login access to a server to confirm its network settings I did discover that it was receiving a different DHCP address than the IP it was assigned to receive. Further investigation discovered a typo in the MAC address added into the configuration files on the DHCP server which caused a mis-configuration.
